The third volume of the “Governance of China” is a continuum of the elucidation of the thoughts, issues and policies that are central to the governance of contemporary China, as articulated in the written and spoken works of President Xi Jinping who is also the General Secretary of the Communist Party of China. The works contained in this volume reflects the trajectory of the expansive and dynamic ideas fleshed out through rigorous and vigorous interrogations of China’s specific social realities and the broader social milieu of contemporary international situation.
The thought process and its dynamics, engaged to understand, comprehend and situated into context, for the contemporary governance of modern China are the issues expounded in the volume of President Xi Jinping written and spoken works.
The 650 page- tome flags off, with the historic report of the general secretary of the Communist Party of China to the 19th National Congress of the party which traversed all key issues that are central to the governance of modern China. The report to the National Congress of the party was significant and epochal even though, it allied to the party,s long and cherished tradition of soul search and theoretical interrogation that finds historical context to the contemporary social reality of modern China.
The report dispelled all insinuations of wavering and vacillations, the usual top stuffs peddled by so-called “experts” of the western scholarly community and political establishment , an insinuations that alleges indecisiveness on the part of the CPC. But, the party is sure-footed in its scientific foundation of Marxist-Leninist theories and its development at various stages of growth , in the context of specific national condition and social reality of the country. According to the report “the path of socialist political advancement with Chinese characteristics is the logical outcome of the evolution of history,theory and practice as the Chinese people have long been engaged in struggles since the advent of modern times. It is a requisite for the very nature of the party and fulfilling its fundamental purpose.” And the Report offered everlasting contributions to the scientific study and understanding of comparative politics as it underlined the fact that “No two political systems are entirely the same and a political system cannot be judged in abstraction without regard for its social and political context, its history and its cultural traditions, as no one political system should be regarded as the only choice.”
The tradition of constantly updating socialism with Chinese characteristics reached a new stage of theoretical breakthrough with the founding of Xi Jinping thought on socialism with Chinese characteristic in the New Era. Issuing from the historical context and summary of the experiences accumulated in the interrogation of contemporary national social realities, the theoretical exertions offered by the scientific theory of Marxism-Leninism combined with the practice of socialism with Chinese characteristic gave clarity to Xi Jinping thought on socialism with Chinese characteristics in the new era as latest development in the theoretical guide of the work of the Party and the political flagship in the governance of modern China for a considerable time to come.

The works of President Xi Jinping contained in the Volume III of the governance of China explore key issues of global governance and China’s contributions in clarifying it.
The “Silk Road Economic Belt” and the 21st-century maritime silk road” otherwise known as the “Belt and Road Initiative,” a major international platform that gives practical expression to international democratic order of fulsome participation and multilateral engagement of all states and other stakeholders in the international system, is now in full throttle, having accorded to the historical aspirations of all peoples to inclusive participation in global governance. As an international public goods , president Xi Jinping in some of his pivotal works on the subject of the Belt and Road Initiative, (BRI) contained in this volume expounded on its key element of extensive consultations, joint contributions and shared benefits that aligns to the multilateral framework of the contemporary international system.
A scientific contribution of the Communist Party of China in understanding the social forces shaping the construction of the emerging Community of shared future for all mankind, the Belt and Road Initiative gives practical effect to the trend of common development as the anchor for collective security and sustainable peace.
The book, “The governance of China,” volume III is a compelling treasure trove that gives unique insight to the complex web of issues that provide the critical policy framework to the governance of China against some of the simplistic conclusion offered by so called “experts” that most times confound instead of clarifying the issues. The rigour and depth of exertion invested by the leadership of the party and the state in the existential focal work of governing modern China is here, laid bare and even made easy by the insights of President Xi Jinping expressed in the written and spoken works contained in this volume.
The volume would enrich researchers,scholars, journalists and even political leaders who earnestly seek to understand the issues involved in the exponential and dynamic growth of modern China and the trajectories of its future.
