Director of the Department of Outdoor Advertisement and Signage (DOAS), Baba Gana Adam has declared that there is no retreat no surrender to revenue consultants, in collection of revenue due to the six Area Councils, in Abuja, the Federal Capital Territory (FCT).
This assertion was made against the backdrop of seemingly endless controversy over the collection of internal revenue by proxies for and on behalf of Abuja Municipal Area Council and other five FCT Area Councils.
Adam, who noted that Area Councils have constitutional rights to collect outdoor advertisement and signage permit as well as any other fees in FCT, however stated that DOAS has delegated authority through established Memorandum of Understanding (MOU) and bylaws respectively, to collect such revenue Internally Generated Revenue (IGR) sources.
The DOAS Boss while speaking during a recent interview with some journalists in his office, revealed that the enabling MoU was signed in 2012, adding that agreements are bound to be respected by all parties involved.
He maintained that there are people who want to see crisis between DOAS and any of the Area Councils, just for them to benefit from the weaknesses of the system that existed hitherto.
According to him, there are court papers from people who don’t understand the MoU, bylaw and agreement, as they feel that DOAS is just waking up and trying to make the Area Councils to forfeit their signage and outdoor revenue collection.
“Area Councils government are parts of FCT, hearing that there is crisis from aside shows that there are people fanning the embers of disharmony, because they have benefited.
Nobody is trying to take away responsibility by force, either myself, the FCT Minister, or the Permay Secretary, because all the agreement that was entered into, predates us.
“So , now that we are collecting the revenue due to governments, there is no retreat no surrender to revenue consultants.
“We will not bend, because I am not afraid of any individuals or group and will not be stopped from discharging this task of collecting the revenue for and on behalf of FCT and which all the six Area Councils are members too.
“DOAS will not fail or seize to work hard to see that residents of Abuja get the revenue they are supposed to get through the right channel, and also ensure that the monies get to the six Area Councils”, the DOAS Director stressed.
