Following the resolution of theimpasse in Bauchi State House Assembly by the inauguration of the remaining 17members of the assembly, the Bauchi Assembly of Youths Political Actors(BAYOPA) and the Body of Bauchi Lawyers of Conscience (BOBALAC) has called theleadership of the 9th National Assembly to initiate a process of dialogue toresolve the issues in dispute in the context of the pending court actions.
You recalled that the Bauchi StateHouse of Assembly was thrown into confusion and crisis on June 20th, whenmembers-elect held parallel inauguration leading to the emergence of twoSpeakers.
Abubakar Y Suleiman (Ningi, APC) waselected by 13 Members with the Clerk presiding over the sitting inside theAssembly complex, while the factional Speaker, Kawuwa Shehu Damina (Darazo,APC), was elected outside the Assembly complex by 17 Members under the symbolof a mace without another member-elect presiding.The National Assembly intended to intervened when they sent a committee that investigated the matter and directed the state governor to withdraw the two proclamation notice earlier sent and asked him to issue a new proclamation notice within one month or they will take over the House , but the aggrieved members shieth their swords and they were sworn in by the leadership of the House.
A press statement jointly signed bythe Central Coordinator BAYOPA, Prince Hashima Bala, Chief Convener BOBALAC, MrShipi Rabo, Head Strategy and Programmes BAYOPA, Engineer Muhammad Aminu andSecretary BOBALAC, Barrister Musa Abdullahi respectively and which was presented to newsmen at the secreatariat of the Nigeria Union of Journalist NUJ in Bauchi, the groups maintained that the inauguration of the 9thBauchi State house Assembly, held on Thursday 20th June 2019, that resulted inthe emergence of Abubakar Y.Suleiman led leadership was valid and well inorder.
They said that inaugurationof the 31 members of the Bauchi state House of Assembly has put to a halt theproceedings of the House of Representatives Adhoc committee, pending thedetermination of the suit by the court.
“In view of the resolution of theHouse of Representatives of Wednesday 24th July 2019, we shall as a matter ofresponsibility, use this medium to request that the proper thing to be done isallowing the court to determine the matter as a matter of deferring to theclear provisions of the 1999 Constitution of Nigeria as amended and the law.
“We can recall at the tail end ofthe tenure of the 8th Senate consideration of the report on the circumstancesbordering on the alleged theft of the mace in which the name of distinguishedSenator Ovie Omo Agege, now the Deputy Senate President, featured prominentlywas suspended on the ground of the matter being pending before a court of law.It is our point that the same position should be maintained with respect to theBauchi State House of Assembly matter,” the statement read.
The groups stated that in the eventthe settlement process fails, it shall not only press on with the said ongoinglitigations on behalf of it’s clients, it shall also initiate new ones so thatthe laws on the issues of the correct Interpretation of Section 11 sub-section4 of the 1999 Constitution of Nigeria among other powers of the State Assembly.
