Adamawa lawmakers engage stakeholders on 2020 budget execution

Over dependence on Federal statutory allocation, poor generation of Internal Revenue and revenue leakages, among others, have been identified as the major factors militating against government realisation of annual fiscal budgets in Adamawa state.
These were some of the observations made by some members of the public, Civil Society Organisations, Media, Non Governmental Organisations, as well as members of the State Assembly at a “Citizens’ Townhall Meeting on the 2020 Budget” held in Yola, Tuesday.
The one day meeting was organised by the Adamawa state Assembly in collaboration with International Republican Institute and USAID purposely to X-ray hitches affecting the implementation of budgets in the state with a view to providing solutions to the challenges.
Delivering his keynote address at the meeting, Speaker of the Adamawa House of Assembly, Honourable Aminu Iya Abbas, adduced that the Assembly felt that the budget implementation should take a new dimension where the public or citizens can be involve in all the segments of budgeting.
Speaker Abbas said lawmakers as representatives of their people, resolved that the process must be transparent so that citizens contributions, observations and objections can be accommodated in the formation of a working document to the executives.
Abbas assured that the 2020 Adamawa budget christened “Budget of Reality and Hope,” would be a realisable one, noting that the executive has projected it base on the reality on ground.
Abbas however charged the people to be monitoring the implementation and to raise objections where they see the government derailing, stressing that governance is supposed to be all encompassing.
Earlier in her presentation on the comparison between the 2019 and 2020 budget proposals, Chairman House Committee on Budget and planning, Honourable Kate Raymond Mamuno, said that the meeting inviting citizens is the first of its kind since the inception of the state.
Hon. Mamuno explained that the 2019 budget of N244,779,047,175.00 as presented by the previous administration of Former Governor Muhammad Jibrilla Bindow was more of a mirage compared to 2020 budget of N181,360,699,485.00 by the present Governor, Ahmadu Umaru Fintiri last month.
Mamuno stated that a difference of N61 Billion has been aged out of the last year’s budget so that the reality on ground can be matched.
State Cordinator of the International Republican Institute, Charity Anaja, expressed appreciation to the Assembly for partnering with her organisation in making the educative engagement that has broaden the knowledge of all participants.
