The Kaduna State House of Assembly has allegedly stripped the Ministry of Human Services and Social Development of its proposed capital budget of N878.5 for various interventions in 2021.
Gov. Nasir El-Rufa’i had on Oct. 9, signed the N246 billion 2021 Budget into law after passage by the State House of Assembly.
However, Mr Emmanuel Bonet, Executive Director, Aid Foundation, in a statement in Kaduna yesterday, alleged that all the proposed capital budget of the ministry has been removed by the State Assembly.
Bonet, who is the Co-Chair, Open Budget, Open Government Partnership, described the development as very “unfortunate”.
He argued that some of the Ministries, Department and Agencies (MDAs), where the budgets were moved to, do not have the mandates to implement some of the interventions in their mandate.
“This is a gross contravention of the same law that the Kaduna State House of Assembly had passed and prescribed, mandating the MDAs to restrict themselves to their mandates and approved work-plans.
“I am afraid that this development will cause a resinous setback in the implementation of the 2021 budget.”
